By default, most code will always run on the BSP. Operations such as
cpuid, rdmsr, and wrmsr allow you to specify the CPU to run on, as a
parameter to the function. And some test functions run code on every
CPU. But for low-level (non-test) functions, in general, if it doesn't
take a parameter to specify the CPU, it runs on the BSP.
